Hi David, you can enable captioning yourself. In the bottom 3rd of the video there is a CC button. Not the same as custom captions, but it helps nonetheless 😀
You can try using the accessibility live captions feature on your iPhone if you are running one of the more recent ios versions. To turn on Live Captions, go to Settings on your iPhone > Accessibility > Live Captions. This will give you the option to have captions for any audio that comes out of your phone and can also be used for in person conversations using your iPhone microphone.

Don’t have Live Captions on my phone. Lip reading helps, my iPhone 8 does not.

Click the 3 dots in a circle on the bottom right corner. At least for me that’s where it is. It’ll allow you to turn on subtitles there.
