BREAKING: House Passes SAVE Act Requiring Proof of Citizenship to Vote in Federal Elections

The SAVE Act—short for Safeguard American Voter Eligibility Act—would mandate that all individuals provide documentary proof of U.S. citizenship, such as a passport or birth certificate, when registering or re-registering to vote in federal elections.
Supporters of the bill argue it is necessary to secure the integrity of elections and prevent noncitizens from voting. Critics, however, warn that the requirements could disenfranchise millions of eligible voters, particularly those who do not have ready access to official documents.
According to the Brennan Center for Justice, more than 21 million Americans lack the types of documents the bill would require. The organization has emphasized that groups disproportionately affected would include younger voters, married women who have changed their names, and voters of color.
In a series of social media posts, the Brennan Center called the bill “the worst voting bill ever passed by Congress” and urged the Senate to reject it. The SAVE Act now heads to the Senate, where it will need 60 votes to overcome a filibuster—a threshold it is not expected to meet, given Democratic opposition.
This legislation is one of the most high-profile election-related moves by House Republicans in 2025, signaling an aggressive approach to reshaping voting laws ahead of the 2026 midterms.
